Only 12,5% ​​of the organizations attached to the Ministry of Popular Power for Food have designated their public procurement commissions, which are in charge of evaluating and giving an opinion on the procurement of goods and services in the public sector.

The subsidiary companies attached to the Venezuelan Food Corporation (CVAL) and 26 of the Single Corporation of Productive and Food Services (CUSPALCA), together with Friosa Productiva, the San Simón Group and the Food Producer, Distributor and Market Corporation (CORPO- PDMERCAL) add up to a list of 70 entities attached to the Food Ministry that have not published their public procurement commissions in the Official Gazette.
El Pitazo obtained the data that served as input for the analysis of the appointments of the public procurement commissions through Vendata, a project of the Venezuelan Press and Society Institute (IPYS) in alliance with Transparencia Venezuela. The purpose of Vendata is the exhaustive review of the information contained in all editions of the Official Gazette, published between January 2007 and December 2016, through the creation of databases that facilitate the search and study of decrees, resolutions and administrative rulings of the power national public to determine whether or not they complied with current legislation.
After an in-depth search of more than 1658 official documents, 26.976 appointments, El Pitazo found that most of the entities of the Ministry of Food do not comply with the provisions of the Public Procurement Law, having not appointed commissions for the granting of contracts with the State that are formalized through their publication in the Official Gazette. A search was also made on the web of all the publications in the Official Gazette that each of the 70 companies have made. The designations of 87,5% of the entities attached to the Min-Alimentación were officially published by neither means.
